The government has announced promotion of information technology as one of the top five priorities of the country and has constituted a National Task Force on Information Technology and Software Development.

The policy for grant of licenses for Global Mobile Private Communications Satellites (GMPCM) as per NTP-1999 was finalized and announced on 2 November 2001.


The process of granting GMPCS license is a complex process. The GMPCS license application along with all proposals is submitted to the law enforcement agency for security clearance. The letter of intent is issued after the proposal receives security clearance from the inter-ministerial committee consisting of the Secretary, Cabinet Secretary, Defense Secretary, Home Secretary, Secretary (Department of Space) and Director (Intelligence Bureau).


At this time a Letter of Intent for a GMPCS license has been issued to an applicant company and the license is now pending signing. This process includes testing of the GMPCS gateway and ground station with respect to security monitoring. The license fee, which is in the form of revenue sharing, is ten (ten) percent of the adjusted gross revenue and the entry fee is one crore rupees.
